(West Plains) – With the passing of West Plains Mayor Joe Paul Evans, city clerk and PR director, Mallory Thompson, says he leaves behind quite a legacy:

Mayor Evans passed away Saturday night at the age of 81. He had been mayor of West Plains since 1999.
