(West Plains) – The West Plains Charter Commission met Tuesday at the West Plains Public Library for their second meeting.
It was announced at the meeting that Kathleen Morrissey was chosen to be the recording secretary for the commission to write notes, minutes and actions taken by the commission. Also, David Kirk, who was absent from the first meeting, was sworn into his position on the commission.
Former Springfield city attorney Howard Wright also spoke at the meeting, and held a question and answer session with the commission.
Also at the meeting, the commission set their bylaws for the commission, tweaking a sample bylaw document to fit their needs. The commission added the role of the recording secretary and set rules for public involvement during commission meetings, and spelled out that if Chair Herb Lunday and Vice-Chair Reid Grigsby were absent, Commission Secretary Brenda Smith would be the commissioner in charge at the meeting. Some of the commissioners motioned to approve the bylaws as written, however some voiced their opposition, saying that the commissioners should review the bylaws as written and vote on them at the next meeting. The bylaws were approved 8-4.
The next meeting agenda includes the drafting of Articles I and II of the commission, which would deal with city incorporation and boundaries and city powers, as well as decide on video and audio recordings of the meeting.
The next meeting will be held at 5:30 PM Tuesday, April 30 at the West Plains Public Library Community Room.
